Most shared accomdation shares the bills. more recent flats have an explicit definition, usually the tenant is entorely responsible for the interior maintnenace of their property and an equla share of external / common elelments. A roof is trated as a common element. I have coem accross arrangements where sepcific owners take specific responsibilities. So the only way to be sure is to check the leasehold/freehold of the building and se if their are specific responsibilities.
